Notice the feedback loop around the left side. Once you implement your plan, you get evaluation data. That tells you what's working and what's not. Then, you have to consider what changes to make. So while the process may look linear, it's really a cycle.

Needed changes most often become apparent as you begin implementation. Most things don't work exactly as planned. The challenge is to keep this in mind as you write! No matter how hard you work to "perfect" a curriculum, you always have to be open to change, because an effective curriculum must always evolve.
